I don't have a term for it, maybe "Stewart's Law" after James B. Stewart, author of "Blind Eye" about a serial killer doctor who was just passed around for years, even though nurses reported him. They would fire the nurse.
Stewart was skeptical until he heard the same story at a kitchen table in Ohio and from a potato farmer in Africa.
